This dissertation analyzes how the United Nations has helped Viet Nam on its way from a post-war devastated country to a middle-income country. Over the past nearly four decades from 1977 to 2015, the United Nations has provided an expansive assistance to Viet Nam in the areas of economic growth, social progress, environmental protection, and governance. That assistance helped Viet Nam to build the foundation for implementting the Sustainable Development Goals (SDGs), the seventeen-goal universal plan for economic prosperity, social inclusion, and environmental sustainability of the planet.

The dissertation is a strong confirmation that the United Nations, the world's largest international organization, has made significant contributions to the development of its member countries. The United Nations has had such an important impact because it shares with Viet Nam the common goal of a better future for all. The United Nations is not a single entity, but a system of organizations including various entities such as the UN Development Programme (UNDP), UN Children's Fund (UNICEF), and UN Population Fund (UNFPA), which cover vast developmental areas. The organization shows impartiality in its assistance and benefits from a peaceful and politically-stable environment in Viet Nam. However, the organization faces challenges in its assistance to Viet Nam. They include international turmoil, funding constraints, incoherences in visions and procedures among United Nations agencies. Furthermore, in the last forty years, the United Nations had to deal with unprecedented and unforeseen problems such as climate change.

This dissertation is among few pieces of detailed research on the impact of the United Nations at the country level, particularly on the development field. It is the first historical study of the United Nations-Viet Nam relationship. It sheds more light on a period in the history of Viet Nam when the country was no longer the focus of the media and academia after the country's reunification in 1975. It rectifies a common stereotype in the literature that Viet Nam's policies are mainly based on domestic politics and needs by proving that cognitions of national interests and international situation are the foundation of Viet Nam's policies.
