With urbanization on the rise, policymakers cannot ignore urban conflicts. In the aftermath of the Cold War, several scholars were of the opinion that primitive modes of fighting, such as close combat, would cease to be used. However, as urban spaces have increasingly become battlefields in the 21 st century, there has been a retrogression to a brutal and bloody mode of fighting. This return of primitivism affects the tactics that the military can use in urban warfare, which makes it a daunting strategic challenge. A combined focus on policy, strategy, and operations is necessary to improve thinking about how exactly to engage in urban warfare. Since this is a low-tech military problem, high-tech advances do not provide viable solutions. Israel's Operation Protective Edge and the joint Iraqi and American fight for eastern Mosul are assessed in this thesis in their policy, strategy, and operational dimensions. Finally, I present conclusions and recommendations suggesting that we concentrate on honing our capabilities and knowledge in order to successfully engage in urban warfare while staying true to liberal democratic values. Such an approach will provide policymakers with more strategic options for dealing with urban warfare.

520 $a Mit der Urbanisierung auf dem Vormarsch konnen Politiker stadtische Konflikte nicht ignorieren. Nach dem Kalten Krieg war die Mehrheit der Sicherheitsexperten der Meinung, dass primitive Kampfarten, wie etwa der Nahkampf und Hauserkampf, nicht mehr verwendet werden wurden. Da jedoch stadtische Raume im 21. Jahrhundert zunehmend zu Schlachtfeldern geworden sind, hat es einen Ruckschritt zu brutalen und blutigen Kampfen gegeben. Das Wiederaufkommen dieser primitiven Kampfarten beeinflusst die Taktiken, die das Militar in urbanen Kampfen nutzen kann. Auf Grund dessen wird die urbane Kriegsfuhrung zu einer gewaltigen strategischen Herausforderung. Der Nexus zwischen Politik, Strategie und Einsatzen muss besser definiert werden, um ein besseres Verstandnis von urbanen Konflikten zu entwickeln. Da urbane Kriegsfuhrung ein Low-Tech-Militarproblem ist, bieten High-Tech-Fortschritte keine tragfahigen Losungen. Um dies aufzuzeigen, werden in dieser Arbeit Israels Operation Protective Edge und der gemeinsame irakische und amerikanische Kampf gegen den IS um Ost-Mosul in ihren politischen, strategischen und operativen Dimensionen analysiert. Abschliesend stelle ich Schlussfolgerungen und Empfehlungen vor, die darauf abzielen, Einsatzfahigkeiten und Kenntnisse zu verbessern, damit in urbanen Raumen erfolgreiche Einsatze gefuhrt werden konnen wahrend gleichzeitig liberal-demokratischen Werten treu geblieben wird. Diese Vorschlage sollen politischen Entscheidungstragern mehr strategische Optionen fur den Umgang mit urbanen Konflikten bieten.
