A major issue plaguing many nations with diverse governments is the means in which they combat terrorism. Case studies revealed the following three categories: Military and Intelligence based methods rely on traditional law enforcement and military techniques to investigate and combat terrorism. Multi-disciplinary methods also utilize these techniques; however, they include citizen methods diverse governments is the means in which they combat terrorism. Military based methods rely more on reactionary brute force methods rather than on pro-active prevention methods. Each country assessed recognized the value of psychological outreach for citizens in the aftermath of an attack. While such programs promote resiliency, a better means to combat both terror recruitment and mitigate injury after an attack involves multi-disciplinary approaches. Such approaches incorporate civilian expertise by involving community leaders and or religious authorities who can better reach their constituents or worshipers. In return, these leaders can reach out to those likely falling into the path of extremism and or warn the authorities in the event they are unsuccessful. Support of such programs by the government must be secular. Otherwise, groups feeling singled out will be less likely to support the program. After instruction in recognizing someone falling into extremist behavior the individual community and religious leaders can then tailor the message to their people which would be better received by a trusted figure than by a government outsider. In addition, training citizens in basic triage can also assist in resiliency and further mitigate the effects of an attack.
