This study examines the implications of distraction theoretically and empirically, with a focus on the effects of external distraction on the likelihood of interstate crisis initiation. To this end, I develop the Distractionary Theory of Interstate Crisis Initiation and conduct empirical tests on the theoretical models to determine the impact of distraction on interstate crisis initiation.

The Distractionary Theory of Interstate Crisis Initiation argues external distraction of a state is the key condition that contributes to the increased likelihood of interstate crisis initiation because of the temporary increase in power parity or power disparity created from a state being externally distracted. Observing that its target is externally distracted, a challenger state initiates an interstate crisis against its externally distracted target, taking advantage of the perceived change in the power distribution between the two states.

The empirical test results of the theoretical models support the argument advanced in the Distractionary Theory. They show that external distraction does indeed have the highest impact on the likelihood of interstate crisis initiation when controlling for factors that have been widely accepted in the field as contributing to interstate crisis and/or conflict, such as issue salience; existence of enduring rivalry; distance; power differential; major power status; alliances with major powers; and regime type. The analyses of the models show that while these other factors do contribute to the overall likelihood of interstate crisis initiation, external distraction consistently affects the likelihood more than other factors considered. These results provide a strong support to the validity of the Distractionary Theory and to the argument that external distraction is a key factor that should routinely be included in future works analyzing the dynamics of interstate crisis or conflict initiation (much like factors such as issue salience, power status, regime type, etc.).
