This paper examines the role modern international laws play in cyber conflict, and what drawbacks exist to defining or not defining laws for the cyberspace domain. By not matching international laws with the current threats in cyber conflicts, nations and miscellaneous actors are beginning to attack one another in the cyberspace domain because they can hide behind a lack defined rules, disregarding LOAC concerns that aren't defined yet. Many specific terms in international laws must be reexamined in order to address cyber conflicts. Those words include the nature of "attack" or a "use of force" in cyberspace, as well as the idea of a targetable object in cyber. There are numerous challenges to applying laws to cyber conflicts due to the uniqueness of the cyberspace domain. Application or laws, as well as the assessment of laws, are uniquely difficult in cyberspace, as well as attribution of attacks and the ability to hold violators accountable. This research also covers two instances of modern cyber events which highlight concerns in applying international laws to cyber conflict. This paper concludes with several recommendations for integrating cyber conflict into the framework of international laws, in order to deter future aggression in cyberspace and prevent malicious actors from operating as if they are in the cyberspace "Wild West", while allowing justice and peace to prevail.
