The purpose of this research is to develop a method of tracking actions over disparate networks, to assist in the attribution of cyber actions. Identifying the source of cyber actions is important for criminal investigations, cyber defense and international relations. An attribution solution is capable of tracing cyber actions to specific devices irrespective of their disparate networks, various protocols & technologies. An attribution solution should be accessible and resilient to threats. A comprehensive attribution solution will increase positive identifications and reduce expenditures.

Previously proposed attribution solutions were unreliable or invasive. The Worldwide Cybersecurity Summit's panel of experts proposed a tiered internet access model and the Georgia Institute of Technology developed an algorithm based framework named Rhamnousia but both models could be exploited using existing technology. The National Security Agency developed the Clipper Chip which assigned each internet connected device a unique ID, which enabled attribution, and encrypted/decrypted data. The Clipper Chip was never adopted due to privacy concerns regarding the U.S. government's access to decrypted data. These attribution methods were either not comprehensive or encroaching.

An attribution solution can be light, reliable and resilient. The proposed attribution solution transmits an encrypted file, which includes a packet's identifiable information, to a peer distributed blockchain and data retrieval requiring at least two parameters by authorized personnel authenticated by RSA keys. This attribution solution absolves most of the dilemmas presented by current technology.
