This dissertation conceived of policy narratives as a set of policy beliefs expressed through written stories. It examined the influence these narratives had on policy positions and onsite experiences for visitors to a natural and a cultural resource site. The research design was informed by the Narrative Policy Framework (NPF), a systematic approach to studying narrative's role in the policy process, and tested its applicability across these two contexts. Chapter 2 utilized an experimental design with pre- and post-tests to determine the influence policy narratives had on attitudes towards and support for lethal deer management at Griffy Lake Nature Preserve in Bloomington, IN. Results suggested the narratives were persuasive. Individuals reading narratives in support of the policy were more likely to report a more positive attitude towards and greater support for lethal management while individuals reading the opposition narrative were more likely to report a less favorable attitude and decreased level of support for the policy in the post-test.

Chapters 3 applied the NPF to a social issue at a cultural resource site by examining the relationship between narratives and criminal justice policy preferences for visitors to Eastern State Penitentiary Historic Site in Philadelphia, PA. A within-subjects design was utilized to measure the correlation between narrative persuasiveness and policy preferences. Results indicated that respondents tended to report agreement with policies advocated in the narrative they found more persuasive. Chapter 4 extended this study to determine the role narratives and their underlying values play in visitor outcomes from their experience onsite. Results indicated a correlation between which narrative respondents found more persuasive and their reported increase in awareness of criminal justice issues. Furthermore, the values underlying each narrative were correlated to the empathy and appreciation for those involved on both sides of the criminal justice system as well as intellectual engagement through reflection and deep thinking.

This dissertation demonstrated the persuasiveness of narratives, the broad applicability of the NPF, used a new audience of heritage site visitors, demonstrated narratives' impact on visitor outcomes, and highlighted the role such sites can play in the policy process by influencing public opinion.
