The dissertation examines the questions relative to the distributive performance capability of the Chinese Communist political system and the impact of the environmental factors on it. To be more specific, by means of the simple statistical measurement such as the Spearman or Pearson correlation, the dissertation examines the relationship between the patterns of the national aggregate growth and interprovincial distribution of primary and secondary school enrollments in the 1950s and the socio-economic and policy variables.

Each level of education in the 1950s showed the different patterns of the national aggregate growth and interprovincial distribution of enrollments and had been responsive to different variables. First, primary school enrollments were distributed more equally among provinces than were secondary school enrollments although secondary education expanded more rapidly and steadily than did primary education. Second, both the national aggregate growth and interprovincial distribution of primary school enrollments had strong correlations with basic manpower needs of the society, urbanization and social policies while those of secondary school enrollments had strong correlations with the nation's demands for skilled manpower, socio-economic attributes of the country and economic construction policies. Third, interprovincial equality in the distribution of student enrollments did not have a linear relationship with economic development in the 1950s when the Chinese political system went through rapid social and economic changes. The developmental theorists like Irma Adelman argue that equality in the distribution of the national income does not have a linear relationship with economic development in a society with rapid social and economic changes. Fourth, as Guy Peters argues that social policies are affected more by socio-economic variables at the early stage of political development, the performance of education policy in the 1950s was considerably influenced by the socio-economic attributes of the country. The type of political system did not seem to have significant impact on the performance at least in the 1950s.
