This study investigates and provides a contextual understanding of power relationships between administrators and workers in three textile and four ceramic factories in Foshan and Guangzhou (Canton), China.

The methodological focus is an ethnographic approach with a conceptual framework drawn from critical theory. The primary modes of data collection are library searches, observation, indepth interviews in the United States and China, and finally--a distinguishing feature of this study--points of view and critiques of the researcher's findings contributed by participants which are an integral part of the collected data.

A legitimation crisis is evident from the conflict arising between the state's promotion of modern technology and production, as opposed to its promotion of the socialist principle (based on Marxist-Leninist thought, which advocates egalitarianism in mental and physical labor). Although the state has instituted motivation schemes to increase production (for example, piece-work bonuses, training of specialists and privileges for productive enterprises), the people--whose belief system does not support state and Party policy--are primarily interested in short-term materialistic advantages.

Several major factors contribute to the dynamics of power of Chinese enterprises. For example, government control affects the production processes and employees through strict control of placement, mobility and political indoctrination. Authority figures control not only events within an organization but also the very social processes, sociopolitical frameworks and everyday activities of the people. Again, overpopulation and overstaffing lead to apathy, malingering and disinterest among workers. Finally, especially those traditional values associated with seniority affect interrelationships between administrators and workers, and the influx of foreigners, particularly since 1978, has affected workers.

Power relationships in this study are not so much defined as their interdynamics are analyzed in relation to certain processes which do or do not arise, and which posit the possibility of the participants studied becoming emancipated as a process in their present context.
