This study utilizes content analysis techniques to systematically explore several dimensions of higher education policy in the early, mid, and late 1970's. Particular attention is given to the images of different kinds of higher education institutions presented in the official Party newspaper, People's Daily.

A primary distinction is made between traditional, state-run colleges and universities and non-traditional alternatives, such as July 21 Workers' Universities and May 7 Agricultural Colleges. These types of schools are compared in terms of the societal goals to which they are intended to contribute, their curricula, and the connections between students' social origins, educational opportunities, and occupational opportunities.

In the early and mid 1970's, the Maoists sought to achieve a unified, "egalitarian," education system by making the traditional schools more like the non-traditional ones, and by equalizing the status of their graduates. Despite these commitments, however, the content analysis results indicate performing rather different economic functions and preparing their graduates for fundamentally different kinds of occupational opportunities.

Many political-ideological goals of higher education during this period were focused on the traditional schools, thus underscoring the Maoists' fundamental distrust of intellectuals and their efforts to undermine the legitimacy of meritocratic ideologies which saw education as cultural capital.

Following the purge of the "Gang of Four" in 1976, the new regime restored and strengthened most features of the pre-Cultural Revolution education system, and made an explicit commitment to a highly diversified and stratified education system. These policies increase the likelihood of status inheritance by the intelligentsia, and they will probably restrict the higher educational opportunities of the urban working classes and the peasantry.
