This study analyzes the process of Chinese security decisions which seemed to cause Sino-U.S. detente, focusing on the period from the Soviet invasion of Czechoslovakia to Henry Kissinger's secret visit to Beijing. The growing Soviet threat has forced China to choose one of three alternatives: a continuous struggle against both the U.S. and the Soviet Union; a limited normalization with the Soviet Union; or a limited detente with the U.S.

The so-called "input-output model" of a political system is elaborated and refined here to become an "input-bureaufactional politics-output model. The Chinese case is then analyzed in the form of an interaction between internal political processes and external political relations. China's move toward detente with the U.S. has been composed of a series of policy, strategic, tactical, and implementing decisions, at each point of which a specific decision is to be analyzed as a joint outcome of external and internal bargaining games.

The underlying hypothesis of this study is that in the transitional period, i.e., externally from bipolarity multipolarity, and internally from the turmoil of the Cultural Revolution to the recovery from it, there has emerged a winning coalition of moderate factions whose policy alternatives could best be said to meet both the external and internal challenges before China.

This study reveals that not only Sino-U.S.-Soviet triangular interactions, but also domestic policy struggles, especially the succession issue and how economic policy, affected the process of the bureaufactional decision making. The process of Sino-U.S. detente combined with the political decline of the major opposition faction linked security decisions with internal power struggles. This study concludes that the security decisions were played out as part of a larger game over policy.
