The neoclassical economic theory regards the concentration of urban population and economic activities as a natural phenomenon that, if left undisturbed, would over time reach an equilibrium state as a result of market forces. Recent Studies of urban concentration and national economic growth, however, present the different view, that more equalized patterns of spatial distribution of population and income do occur, and are normal attributes of national economic growth.

Still others argue that an equalized pattern of spatial distribution of population and economic activities can be largely attributed to government development policies, rather than to the market forces or simply to the results of national economic growth. This forms the core of Hirschman's theoretical argument, the case made by Chenery et al, and Gilbert and Goodman's modified empirical view of the distribution of income and population both in time and space.

Our study is primarily intended as a modest contribution to the recently modified view of the redistribution of urban population in spatial systems. The study seeks to examine and evaluate the usefulness of recent postulates, formulated on the basis of experiences in various parts of world in two semi-industrialized countries--Taiwan and South Korea.

This study treats both socioeconomic growth and government development policies as important variables related to urban deconcentration in these two nations. Our intention is to demonstrate how the socioeconomic growth and government policies influence the spatial redistribution of urban population in a nation's regional and urban systems.

Basically, the findings of this study verify our hypothesis, that urban deconcentration is significantly influenced by socioeconomic growth, which indeed is deeply rooted in government development policies. The findings of our study, therefore support and are consistent with the modified view of the process of urban deconcentration: that as a result of appropriate development policies and strategies, the redistribution of urban population in national spatial systems will normally occur.
