The success of the Newly Industrializing Countries (NICs) in elevating their status in the global hierarchy of stratification has been phenomenal. At present, it is not clear what role NICs that are located somewhere between the industrial North and the developing South will play in the international system. The present research demonstrates a first step toward an understanding of the NIC's in the context of the international economic order. It is an attempt to answer two basic questions: how do they develop economically? and can they reverse the dependency situation?

A mercantilistic model is proposed to explain the rising of the NICs. Two basic hypotheses are developed. In the first place, it is hypothesized that with the state as an exogenous variable, stronger mercantilistic policy will increase capital formation. Second, a stronger mercantilistic policy will result in speedier social development. I employ hierarchical regression analysis to test the hypotheses.

The results support my hypotheses. The mercantilistic policy is the most important factor contributing to the capital formation, while holding aggregate social wealth and foreign penetration as constant. Further, the beta weight of the mercantilistic policy is greater than the total beta weights of the other two variables (i.e. aggregate social wealth and foreign penetration) and substantiates that state intervention with mercantilistic policies can correct the underdevelopment produced by foreign penetration. This study demonstrates that the mercantilistic model performs better than the dependency model.

In conclusion, a more integrated mercantilistic model is needed. Whether the NICs will be able to avert any ill effects and succeed in industrializing their economies or not, the research of NICs' political economy will be very important in the future.
