The purposes of this study were to determine: (1) the attitudes of individuals concerned with policy-making for the application of computing technology in vocational special needs education in Taiwan, and (2) the readiness of the society to implement the application of personal computing technology in vocational special needs education in Taiwan. Three factors were identified for this study; namely, four groups of representatives, five areas of computer applications in vocational special needs education, and four feasibility constraints.

An opinion survey was used to collect data from the following four groups of representatives: (1) government officers, (2) vocational special needs educators and administrators, (3) college department heads and administrators, and (4) administrators of business and industrial organizations. The survey instrument was distributed to each of the identified 155 individuals. The combined response rate was 63.9 percent.

The findings of this study are listed as follows: (1) The average rating for all four groups was above the rating for the option of somewhat feasible. It is evident that the four groups as a whole view the application of computer technology in vocational special needs education in Taiwan as more than somewhat feasible. (2) Among all applications, information technology, rehabilitation technology, and environmental facilities technology were considered the most feasible; educational technology and communication technology the least feasible. (3) The feasibilities of timeliness and technical were deemed more favorably in terms of applying computer technology in vocational special needs education in Taiwan than that of political and economic. (4) When application areas were considered by each group of representatives, rehabilitation technology was found to be the most feasible by government officers, and communication technology the least feasible by industrialists. (5) As to constraints when rated by the four groups of representatives, that timeliness was perceived as the closest to moderately feasible by government officers, and economic the least feasible by department heads and administrators. (6) When application areas were viewed according to each feasibility constraint, information technology was rated the most feasible for technical constraint and communication technology the least feasible for economic constraint.
