The first decade of this century was the last decade of dynastic role in Chinese history. Rebellion and imperialism created an atmosphere of crisis that prompted searching re-evaluations of society and government. This study focusses on local administrative reform as a way to highlight the conflict between two approaches to reform taken by the Qing government. One the one hand were individuals who looked to the Chinese tradition for reform models; on the other hand were men who attempted to popularize Western and Japanese models of local administrative reform. These approaches are analyzed in terms of Zhao Erxun's reform plan for Shanxi (1902) and Yuan Shikai's plan for Tian-jin (1906-07) and their influence on imperial policy-making. This study is based on documents in the Qing dynasty archives, government gazettes, newspapers, and periodicals.

520 $a The policy debate concerning the way in which local officials should be identified--by government selection or popular elections--essentially turned on the question of whether local society should be led by administrative officials or political leaders. By looking at these issues in terms of selecting a political or administrative elite at the local level, the connection of these debates to the abolition of the civil service examination system can be seen.
520 $a This epochal abolition has usually been interpreted in terms of its effect on the structure of education in traditional China. There were close connections between the so-called local self-government movement and attempts to minimize the negative effects of the abolition of the examination system on local elites. By focussing on the essentially unstudied phenomenon of local self-government schools, the significance of the movement in terms of recruitment and re-training of a political elite becomes clear.
520 $a Self-government regulations for local council elections were implemented beginning in 1909, but the significance of these reforms was limited to urban China. This reflects the influence of Chinese students educated in Japan on policy-making in the late Qing. Local self-government reforms had little bearing on the lives of most of the people of rural China, including educated rural elites. This would only heighten the growing functional and intellectual barriers separating urban China from its rural hinterlands.
