This dissertation examines the implementation of China's "one-child-per-couple" population policy against the backdrop of a tandem process of rural economic and structural reforms. The control of population growth is perceived by China's post-Mao leadership to be the keystone on which the prospects for modernization depend. It has been a central element of the reform program undertaken since 1978, but the nature and scope of behavior modification required under the policy and the size of the subject population have made it extremely difficult to implement. That difficulty has been compounded by the simultaneous implementation of rural reforms, the deregulatory and decollectivist focus on which contrast sharply with population control.

This study builds on previous research on the policy implementation process in Western, Third World and Chinese settings by examining the implementation of population policy in light of three central themes: (1) evolutionary implementation, (2) policy interdependence, and (3) local-level implementation and discretionary authority. The data are drawn from interviews with rural cadres in one Chinese commune and family planning cadres from the provincial to the village levels, and a wide range of Chinese source materials.

By 1980, China's strict one-child program had been extended to the rural sector, where severe obstacles were encountered in the implementation process. Rural childbearing preferences, weak administrative structures, the decentralized regulatory process and inadequate funds all impeded the implementation process. After September 1980, these difficulties were compounded by the implementation of the agricultural responsibility system and commune structural reforms. Because of the political and economic primacy of these two reforms, those responsible for population policy sought to adapt to these changes, leading to the emergence of new enforcement measures and the strengthening of the family planning bureaucracy. Those efforts proved to be inadequate due to the structural autonomy of brigades and teams, and the absence of an effective mechanism for improving rural compliance. As a result, the content of population policy was altered at the Center to accommodate de facto rural routines.
