In examining the present political dilemma along the Taiwan Straights, this study finds that although Taiwan was historically, culturally and ethnically closely linked with China, Taiwan's political connections with China were really not as close as the Chinese governments have claimed. Taiwan has twice been used as a military and political base by the governments in exile; once by the Cheng Chen-kung government three centuries ago; and also by the present Nationalist government. In both cases the goal was to recover the lost territory and to reinstate legitimacy over the mainland China.

Although both the government of Republic of China on Taiwan and the People's Republic of China on the mainland insist that the problem along the Taiwan Straights is a domestic issue and can only be resolved by the Chinese themselves, this study shows that the so-called "Taiwan Issue" was largely the result of United States intervention. It is believed that the United States, as in the past, will continue to play a very important role in the resolution of this issue.

In reviewing Beijing's different policies toward Taiwan at various stages, this study confirms that China, in fact, did not have any concrete, "look-forward" and step by step Taiwan policies at all. No matter whether the policies were military confrontations or specific political overtures, they were basically reactions to changing foreign situations. In other words, we find that while China had indeed some basic principles regarding the resolution of the "Taiwan Issue," it had not have any detailed approaches to copy with the present stalemate along the Taiwan Straits.

This study also shows that hostility between the rival Communist and the Nationalist regimes has greatly decreased since the 1970s. China's alternating domestic stability and insecurity strongly influenced its policies toward Taiwan. We observe that when China was more ideologically-oriented or in domestic turbulence, then its capability to confront Taiwan was greatly reduced. Furthermore, we demonstrate the fact that the "Taiwan Issue" was a vital factor in influencing U.S.-China relations. We believe that to prevent China from attacking Taiwan was in the national interest of the United States.

Aside from all the political considerations, this study suggests that the Chinese view for the unification has been influenced by traditional Chinese political thought and its unique civilization. At present, the differences over the Taiwan Straits do not seem close to solution. Although this study does not see the possibility of the realization of reunification in the near future under the present Communist terms, it is still hoped that the close and strong cultural linkage between Taiwan and mainland China will eventually bring unification in the long run.
