The dissertation addresses how the increased dependence on information technology has changed the onset of providing health care, shifting from a system comprised of manual documenting patient health information on paper to a more paperless and electronic system, allowing information to be easily shared across different entities involved in the continuance of care. Regardless of its enhanced benefits in providing patient care, there are security concerns raised with the use of information technology, which has been studied by several researchers. The dissertation assesses how end users' work practices impact information security. The qualitative purpose is to gain a better understanding of the gap between the use of information technology and how end users' work practices impact information security. The research method that will be used in the proposed study is Qualitative. The participants will consist of users and information technology (IT) staff working in local hospitals in the Killeen/Fort Hood, Texas area. Security issues derived from the use of information technology in the health care industry, and a comprehensive review of literature on the subject are discussed in this paper. Some of the key topics are Health Users and IT Staff Perspectives on Technology, Health Insurance Portability and Accountability Act (HIPAA) Privacy and Security Rules, threats, attacks, de-identification of data, and security of medical devices. The research also contains a thorough review of the main concepts concerning the privacy and security state when using information technology and provides a discussion of several open research topics. When assessing security processes used in health care facilities, the proposed research analyzes risk management by identifying measures utilized in securing patient health information, and the behaviors of violators. This information is useful and provides direction in developing future ideas.
