Workforce members who are part of the United States federal and California state government project staffs are becoming more diverse. Because of this, project manager perceptions of the areas of diversity that project managers need to considered in establishing an effective government contractor organization play a more important role. The purpose of this study effort was to provide background on diversity, project management failures, and approaches for furthering opportunities for diverse employees. Complex projects call for project managers who can address diversity issues to avoid project failures. The qualitative exploratory study started with a problem statement and moved to the problem and opportunity in the project management field. Next, the connection to the project management concentration and as well as the link to the researcher's interests was examined. The key contextual literature, key seminal literature, and key recent literature were presented. The study identified the research in the context of the project management field, the seminal literature, and the recent literature in diversity and project management. Finally, the researcher identified the gap in the literature, presented assumptions and biases that relate to the topic, described the exploration method, and provided a research question reference list.
