Ports play a key role in international trade. Ports in the Gulf of Mexico region are predominant in the areas of oil and gas, chemical, and petrochemical operations worldwide. These ports are vulnerable to hazardous conditions due to harmful characteristics of chemicals handled. Minimizing risk in port environments has imperative importance to government authorities for ensuring continual and safe port operations. The focus of the study is on the Port of Houston which is a vulnerable port due to its two-way traffic in a narrow channel, and its surrounding chemical plants and refineries. Commonly imported and exported chemicals have been determined for the Port of Houston. Each individual chemical has been assessed to establish the overall risk score based on its public and environmental health effects in case of exposure. Subsequently, a risk score has been determined for each chemical using its physico-chemical characteristics. A practical risk assessment framework has been developed to evaluate and prioritize chemicals based on their risk scores in order to assist governmental authorities, first responders, and emergency planners in their decision-making processes. The proposed framework was implemented on two hypothetical port accident scenarios to demonstrate the applicability of the study.
