Through the study, the researcher sought to expand decision theory with a better understanding of maritime homeland security decisions by examining the phenomenon of decision making under risk using a qualitative case study. The researcher employed a study with two phases that identified five themes and 24 associated factors that maritime homeland security professionals considered in their decision-making. The exploratory qualitative case study used the experiences and perspectives of maritime homeland security professionals to examine the decision-making process. Using eight experts experienced in maritime homeland security decisions during the first phase of the study, the researcher implemented the Delphi method which identified five themes and 24 factors that the experts considered during their decision processes. Through the second phase of the study, data from survey responses by 11 different maritime homeland security practitioners helped validate the findings from the first phase. Both samples, acquired through the same recruitment process, were selected for participation based on experience and familiarity with maritime homeland security decisions in the United States. The data collected through the research indicated current risk-based decision-making processes failed to account for all factors influencing and affecting the decision makers as they sought to maximize the application of limited resources in decisions while minimizing homeland security risks. The failure of current maritime homeland security risk-based decision-making processes to accurately incorporate the identified themes and factors prevented homeland security professionals from achieving consistent, efficient, and effective decisions. Improving the understanding of maritime homeland security decision processes and expanding the application of decision theory offered the potential benefits of facilitating cost-benefit analysis, mitigating biases, and enhancing decisions to protect the maritime transportation system.
