The purpose of this research study was to examine institutional researchers' perceptions about their contributions to internal decision making and policy changes within their respective higher education institution. According to the Association for Institutional Researcher, the average IR director spends nearly 50% of their time on meetings, basic analytics, data collection and data governance (AIR, 2017). Yet, institutional researchers' perceptions about their contribution to internal change within the higher education institution is missing.

The first phase of the study was a 36-question survey that explored the role of the institutional researcher, the elements that contribute to institutional change and assessment of institutional researcher's work. Private, not-for-profit 4-year colleges in the state of Pennsylvania was the study population. Random survey participants were invited to participate in the semi-structured interview phase of the study. Using measures of central tendency, three Pearson product moment correlations and coding interview responses, the researcher compared levels of agreement and themes in the final phase of the mixed methodology study.

The value of the institutional researcher's work to contribute to internal change and policy decisions was examined. After identifying the institutional researchers' perceptions and barriers, the researcher offers recommendations for change in the institutional research practice. The results from the study contributes to the knowledge base and productivity of institutional researcher's commitment to promote data making decisions at institutions.
