The determinants of local budget decisions in the United States remain understudied relative to the federal and state governments. Punctuated equilibrium theory asserts that public policy is characterized by long periods of incremental change intermittently punctuated with significant policy shifts. These policy shifts are reflected in significant government budget changes. This dissertation examines budgetary theory through the local government lens, and finds that statutory mandates play a critical role in determining budgetary flexibility. While attention is a plausible theory for policy change in local government, incrementalism is still the norm, suggesting that policy tradeoffs occur more frequently in local government than previously assumed.
