This dissertation examines the neighborhood effect of poverty on neighborhood conditions over time and the implications this effect may have on the types of neighborhoods accessible to low-income residents. Given George Galster's theory regarding poverty thresholds, and its neighborhood effect, which suggests property values in neighborhoods where poverty levels are below 10 percent and above 30 percent are not affected by changes in poverty, this dissertation identifies the thresholds where changes in poverty have the potential for negatively affecting neighborhood conditions using changes in median property values as a proxy.

As highlighted in this research, two thresholds emerge where changes in poverty begin to affect median property values over time. Although these thresholds overlap with thresholds identified in Galster's findings and the existing literature, the research identified neighborhoods, not previously identified, where changes in median property values are affected by changes in poverty and neighborhoods that are more vulnerable than others to changes in poverty.
