This dissertation compares prostitution policy in the Dutch colony of the Netherlands East Indies and in the Spanish and later American colony of the Philippines during the years 1850--1940. The study's first objective is to follow the career of a piece of European social technology, the state regulation of prostitution (police registration and medical inspection of prostitutes and the licensing of brothels) in two Asian colonial environments. Colonial states were ostensibly interested in controlling prostitutes in order to protect military and productive manpower from venereal diseases, especially syphilis, for which there was no fully effective treatment until the development of penicillin cures in the 1930's. The ultimate goal is to use the lens of prostitution policy to view the "project of modernity" as the Dutch, Spanish, and American regimes attempted to realize it.

This inquiry utilizes the fruits of twenty months of archival research in Indonesia, the Philippines, the Netherlands, Spain, and the United States. The documents range from regulations, to bureaucratic correspondence, to newspaper articles, to prison dossiers, to court proceedings; the types of documents differ between the two colonies, so the history that can be recovered also differs. For the Netherlands East Indies, a detailed history of the implementation of regulations to control prostitution from 1852 until the abolition of official medical inspection in 1911 can be reconstructed. For the Philippines, a rich collective biography of the prostitute can be drawn from the sources.

This dissertation argues that the control of venereal disease was not the paramount concern of state authorities for most of the period in question. These concerns included providing a supposedly indispensable outlet for the male libido even at the cost of health, weaning European men off traditional interracial concubinage arrangements, maintaining revenue flows from the taxing of entertainments, etc. The long-term effect of colonial prostitution policy was to introduce into indigenous societies a clear concept of "the prostitute" and to call into question a whole range of types of sexual liaison and domestic dispensation. The figure of "the prostitute" was integral to a discourse of bourgeois "respectability" that served the purposes of rising nationalisms.
