This dissertation examines the idea of democracy in conservative political and legal thought in the United States from 1930 to 1980. I address these questions: How democratic is modern conservatism? What is the conservative contribution to postwar democratic thought? In the 1960's, conservatism moved from the margins to the mainstream of American politics by embracing elements of the democratic egalitarian ideal. Conservatives developed a politically competitive conception of democracy with distinctive anti-liberal themes. They advanced a powerful idea of democratic restoration. Democratic restoration is the notion that American democracy must rekindle its original spirit of self-control that the New Deal liberalism pushed aside. The idea of a self-limiting democracy is the essence of modern conservatism. There are two versions of this idea: constitutionalism that focuses on institutional restraints set to safeguard the consent of the people, and majoritarianism that emphasizes democracy's moral restoration by a majority of virtuous citizens. If the New Deal was the fusion of democratic and modernizing themes, the conservative resurgence correlates to the redefinition of these two central themes and their interrelationship. Democracy needs democratic controls and moral constraints to make it more democratic. There could be no democracy without authoritative democratic traditions and institutions of self-restraint. The majoritarian turn was essential for conservative political success after the fall of the New Deal political order. In 1980, the American electorate embraced the conservative response to liberalism as a superior democratic project, and America underwent a rightward shift that culminated in the election of Reagan. I provide a compelling narrative of how that change took place, and a textured account of its elements. Without Reagan and his adoption of conservative populism and optimism, the conservative movement would never have been as successful as it was. Reaganism embodied a new fusion of deep anti-statism with genuine democratic themes. I call this interpretation of the conservative resurgence the democratization thesis.
