This dissertation examines the impact of the introduction of the telegraph upon Iran between 1858 and, 1909. Beginning with an analysis behind the decisions by both the Iranian and British governments to build telegraphs in the country, the study continues to trace the growth of the Iranian telegraph administration, Indo-European Telegraph Department, and Indo-European Telegraph Company.

Within Iran, this study examines the Shah's use of the telegraph to consolidate the central government's power throughout the nation, and the telegraph's role as a catalyst in fixing Iran's borders. The telegraph also spurred economic development and widespread social changes. Later, a developing domestic opposition was able to use the telegraph to transform their protests into national movements, culminating in the Regie tobacco protests and the Constitutional Revolution.

The Iranian telegraph also changed the nature of Anglo-Russian competition in the region. The network reinvigorated intelligence gathering in the country, and also allowed London and St. Petersburg more sustained control over daily diplomacy. Additionally, both nations saw the telegraph as a means to penetrate Iran and spread an informal influence within the country. Accordingly, the telegraph became the focus of increasingly intense Great Power diplomatic jousting.

The study concludes as Iran's domestic opposition use the telegraph network to help overthrow the existing political order, building a nascent democracy from its ruins.
