Project management is a widely used approach in private and public sectors to deliver outcomes using available resources with predetermined goals. Project management protocols have been founded on the concept of utility as posited in rational behavior models, which assume that despite not being able to measure the utility of decision alternatives, it is usually possible to rank alternatives to achieve optimized outcomes. However, this protocol is not always the case, as some focus on risk aversion instead of decision optimization. The problem to be studied is both organizational and social, is that federal IT project management often results in sub-optimized or failed outcomes, which can be harmful to society. The problem is thus both organizational and societal. The purpose of this study is to examine the reasons and factors that lead to suboptimal outcomes for federal IT projects, and to identify strategies that federal IT managers could use to improve those outcomes. The study will study will use a qualitative phenomenological approach. It will be conducted in Washington, D.C., wehere many federal IT managers work. The population will be such managers, and the sample will be 10-20 managers of federal IT projects who have at least 10 years of experience in the field, which should be a sufficient number to reach saturation. The phenomenon will be studied by obtaining the views and perceptions of those who have experienced or are directly experiencing the phenomenon via semi-structured interviews using a research-constructed interview protocol. Interview transcripts will be analyzed and thematically coded for the identification of dominant, emergent, and recurrent themes.
