In der gesundheitspolitischen Debatte werden die Gesundheit und das Gesundheitswesen vielfach mit den Kosten für die Gesellschaft in Verbindung gebracht und gleichsam als Problem für das Gemeinwesen gesehen. Dies folgt wohl vor allem daraus, dass in den europäischen Gesundheitssystemen in erster Linie der Staat für die Finanzierung von Gesundheitsleistungen verantwortlich zeichnet. Das Gesundheitsbedürfnis der Menschen ist jedoch ein wesentlicher Wirtschaftsfaktor, mit entsprechenden Auswirkungen auf Produktion, Wertschöpfung, Beschäftigung und öffentliche Einnahmen. Die Erstellung eines eigenen – ins Input-Output-System eingebundenen – Satellitenkontos für den Bereich Gesundheit ermöglicht detaillierte Angaben über die Güterstrom- und Finanzierungsverflechtungen sowie eine Darstellung der wirtschaftlichen Effekte. Das Satellitenkonto folgt dem Ziel, durch eine Extrahierung der relevanten Teilmärkte und Verdichtung dieser Informationen in einem „separaten“ Konto, den gesundheitsrelevanten Wirtschaftsteil in eine praktikable Form zu gießen. Um dabei die Vergleichbarkeit mit dem deutschen Gesundheitssatellitenkonto zu wahren, verwenden die Autoren die dort entwickelte Systematik, nehmen aber landesspezifische Anpassungen für Österreich vor, die letztlich auch in der unterschiedlichen Datenlage begründet sind.
