In seinem Buch geht Michael Ochsner der Frage nach, inwieweit Wohlfahrtsleistungen zur Legitimierung des Staates beitragen. Der Autor weist in seiner empirischen Studie anhand von Ländern aus der ganzen Welt nach, dass der Zusammenhang zwischen den Wohlfahrtsleistungen und der Legitimität des Staates nicht generell gültig ist, sondern sich vielmehr in verschiedenen "kulturellen Settings" unterscheidet. Der Autor integriert sozialdemokratische, machtkritische und werteorientierte Positionen in sein theoretisches Rahmenkonzept und stellt diese in einen historisch-kulturellen Kontext. Er zeigt, dass das westliche Gesellschaftsmodell mit seiner Legitimitätsbeschaffung durch Wohlfahrtsleistungen historisch besonders ist und sich nicht einfach auf Gesellschaften in anderen historischen und kulturellen Kontexten generalisieren lässt.
