This thesis explores how resilience-building efforts contribute to inequities and lack social considerations through a case study of East Boston. Guided by a social and equitable resilience framework, this thesis aims to shift current climate planning and policy practices by engaging with community perspectives and the work of local and regional organizations. Focus is centered around opportunities to build and support existing social resilience in climate adaptation approaches. Methods include a literature review and case examples of social justice-oriented organizations, and the case study component of the thesis used stakeholder interviews to understand current resilience barriers, strengths and successes, and opportunities in the East Boston. Finally, discussion of the data employed a politics of resilience framework to evaluate the layered dimensions and players in East Boston and challenge the inherent politicized and scalar complexities in the system.Key findings from the East Boston case showed that prevailing resilience approaches continue to favor capitalist and technocratic behaviors over community needs and perspectives. As a result, vulnerablized and marginalized residents largely do not benefit from resilience efforts and instead experience increasing displacement pressures. This thesis concludes with recommendations for how planners and policymakers might more effectively build equitable resilience through social resilience improvements.
