Child sexual abuse is a public health problem that harms children across all geographic regions, socioeconomic classes, racial and ethnic identities, and gender identities. Finkelhor and Asidigan (1996) proposed target congruence as a theoretical explanation for child and youth victimization. Target congruence theory argues that certain individual characteristics of youth increase their likelihood of victimization because they have some congruence with the needs, motives, or reactivities of offenders. There has been relatively little theoretical development since target congruence was first introduced in 1996. The purpose of this dissertation is to inform, refine, and expand the measurement of target congruence theory's key constructs-target attractiveness, target gratifiability, and target antagonism. First, this dissertation explores if and how children forensically interviewed for suspected sexual abuse describe target congruence concepts in their disclosures of abuse. Second, it examines if and how target congruence concepts are described in law enforcement investigative records. Third, it identifies similarities and differences that exist between children's and investigators' descriptions of target congruence concepts and describes why any such similarities or differences exist.A random sample of 53 forensic interviews of children who were medically accessed for suspected sexual abuse was drawn from a local child advocacy center's patient database. Each interview was video recorded and transcribed verbatim. Data on case characteristics (e.g., perpetrator demographics, evidence collected, child protective services involvement, criminal justice outcome) were also collected from official law enforcement investigative records. A qualitative directed content analysis of children's forensic interview abuse disclosure narratives and corresponding law enforcement investigative records was conducted to address this dissertation's aims.Results showed that target congruence constructs were described in both children's narratives and in law enforcement investigative records. Target vulnerability was the most frequently described target congruence construct across suspected child sexual abuse cases. Four vulnerability categories were described: (1) health, (2) prior victimization, (3) LGBTQ+ identity, and (4) small stature. Target gratifiability concepts were the second most described target congruence construct; sexual gratification was the identified category. Finally, target antagonism concepts were the least described target congruence construct; behavioral problems was the identified category. Two main similarities between children's descriptions of target congruence concepts and those recorded in law enforcement investigative records were identified. Findings also revealed five key differences between children's descriptions and those in law enforcement investigative records. This dissertation's contribution to the body research on child sexual abuse and measurement of core target congruence constructs is discussed in detail. The limitations of the current dissertation, implications for prevention policy, and suggestions for future research are also discussed.
