This dissertation investigates how civil rights activism in the U.S. South informed the development of International Convention on the Elimination of All Forms of Racial Discrimination. The study seeks to supplement traditional histories of the Convention, which obscure the process of legal transformation, by focusing too intently on the lives of diplomats, the intent of drafters, and conflicts between states. I demonstrate that at times, it is difficult, if not impossible to understand how the Convention developed without understanding racial politics in the civil rights South.
