The dissertation is a case study of enterprise organization in the PRC, examining the Hangzhou textile industry from 1949 to 1960. Specifically, I raise questions as to (1) the establishment and development of a system of industrial organization; (2) the nature of authority relations within the enterprise; (3) the extent and consequences of worker inequalities; and (4) the implications of enterprise operations in the 1950s for current Chinese industrial policy. Justification of the dissertation rests on an assumption of the critical importance of enterprise organization in the process of development. The study is an essentially inductive endeavor that seeks to piece together a composite picture of the operation of the Chinese industrial system utilizing the available sources. I have relied on the following as data sources: Zhejiang Ribao, the Zhejiang Provincial newspaper; Zhejiang Congren Bao, the Hangzhou city newspaper; Renmin Ribao, the foremost national newspaper published by the Central Committee of the Chinese Communist Party; Zhongguo Fangzhih, a journal published by the Ministry of Textiles; and Zhongguo Fangzhih Gongren, another journal published by the Ministry of Textiles oriented toward textile workers as its readership.

My aim in the dissertation has been less to demonstrate the relevance of any particular hypothesis than to provide a relatively detailed portrayal of the Hangzhou textile industry in operation that can serve as the basis for subsequent theoretical interpretations. In this sense, the dissertation is primarily a data-building effort. Surprisingly little research has concentrated on empirical documentation at the local level. As findings, the study emphasizes (1) the predominance of political control as an enduring facet of enterprise operations; (2) the essential structural congruence between the Maoist and the Soviet model of enterprise organization, Maoist rhetoric to the contrary notwithstanding; and (3) the widespread gap between national level policy formulations and local implementation at the enterprise level. In the conclusion, I argue that the Chinese adaptation of the Soviet-style system, even in its Maoist incarnation, was counterproductive in its disregard for traditional Chinese cultural values that might have been harnessed to the cause of Chinese development.
