This case study, through a gap analysis frame work, compared the preferred crime control strategies employed by the Wilmington Police Department and other Wilmington City, Delaware organizations (actual state) with the crime control guidelines and recommendations drawn from Robert Agnew's (2005) general theory of crime (objective state). Analysis of the data revealed gaps between the actual state (what they were doing, and how they were doing it) and objective state (recommended guidelines and strategies) and led to recommendations for a future action plan designed to close this gap and more tightly align the crime control activities in Wilmington with Agnew (2005).
