Body worn cameras (BWCs) have gained popularity because of their purported benefits that include a source of transparency and accountability to help the community restore trust and legitimacy back into law enforcement, improved officer-citizen relationships, and improvement in documenting and collecting evidence, improved citizen complaint resolution, and improved training modalities for officers. However, BWC use comes with concerns of budgeting, privacy, officer effectiveness, proper data storage, data retention, and value of use in legal proceedings. Efficient use relies on the cooperative participation of those involved in the collection, storage, and use of BWC data. The cost and collaborative effort involved in the implementation of BWCs are significant. The specific problem investigated in this research is that the collective perceptions of law enforcement leadership, frontline officers, and desk officers in one law enforcement office are unknown because studies on pre-implementation perceptions are minimal. The purpose of this descriptive, qualitative case study was to examine what perceptions multiple stakeholders in one law enforcement office have towards implementing BWCs. This study examined the pre-implementation views toward using BWCs in policing to improve community relationships held by law enforcement leadership, frontline officers, and desk officers in a southwest Georgia law enforcement office. Overall, officers were supportive of BWCS; however, concerns were raised about the practical use of BWCs, their effect on officers' job performance, invasion of privacy for both officers and citizens, impending costs at the expense of officers' pay and benefits, and added duty to officers' workloads.
