This dissertation presents an analysis of how the interactions between people in Mainland China (the People's Republic of China) and on island Taiwan (the Republic of China) have evolved as two politically divided regions. The purpose of this exploratory study was, "to increase understanding of how socioeconomic interactions from 1990 to 2017 had created hopeful conditions leading toward a co-governing united China." The essential overarching research question was: "What are the leadership approaches best used to continue sustaining peace for the people in Mainland China and Taiwan?" A pilot study found evidence that some level of peace can be attained using a communication approach to bridge the political divide. The approach was used successfully during the 1993 Koo Wang Summit for managing urgent social and legal affairs across the Taiwan Strait, which separates the two regions. Subsequent findings from eight formal events---four unsuccessful and four successful---confirmed that having evolving dialogues between various leadership administration levels can be a viable solution for reducing political tension when disagreements between the regions persist. With that conceptual confirmation, this study proposes an emergent-peace model be implemented for future pursuits, establishing a dialogue mechanism across administrative-civilian leadership levels, thereby moving the process vertically and horizontally toward peace equilibrium servicing the people of China.
