Abstract The paper provides strategies in technology that can enhance competence levels in ELLs. Technology in language learning is not a new phenomenon. In fact, it has been taking place since the early 1960s. with major developments in technology it has now become an essential tool in the planning and execution of language lessons and is impacting the proficiency level of second language learners tremendously. This paper will look at the technological resources namely software, programs and tools and how we can use them to enhance competence in the four skill domains. There are many computer assisted language learning tools that can be used jointly and separately in order to improve listening, speaking, reading and writing skills in ELLs. This research will state what these tools are and their function in improving language learning. Close examination of various contributors showed that computerized learning has a positive impact on the language learning process, from improving fluency to increasing writing expression and vocabulary. Even though computerized tools and resources are increasing proficiency levels in ELLs there are also disadvantages that must not be overlooked. Technology should not be used to replace the teacher or instruction, but it should be used to enhance it through careful instructional planning.
