This doctoral research study gathers ESL educational leaders’ perceptions, roles and responsibilities in relation to the challenges presented in ESL programs. The research study is presented in four chapters. Chapter one is the introduction to the problem facing ELL students and the ESL programs that serve them. Chapter two provides a detailed literature review examining both historic and contemporary challenges along with relevant topics in relation to educations leaders perceptions, roles and responsibilities. The underlying theoretical framework supporting this literature review is constructivism. Chapter three outlines the methodology and findings in this qualitative research study. Chapter four is a professional development application for the field based on ESL best-practices. The goal of Chapter four is to provide educational instructional leaders practical strategies to enhance quality instruction and program development.
