Pre-primary education is adjudged the best investment any country can offer the young generation. This is largely because a child's brain development is at its peak during this period. The importance of this level of education has been established in literature and empirical studies, which necessitated the extra attention, funding, monitoring, and supervision given to it in developed and developing countries alike. This however, is not obtainable in Nigeria, although Nigerians have accepted the importance of pre-primary education by making provision for it as shown in the National Policy on Education (2014), which established the minimum standard for pre-primary education and the implementation guideline. Hence, the study, investigated characteristics of pre-primary education settings in relation to the national minimum standard for early childhood education in North Central, Nigeria. Descriptive survey design was adopted for this study. The sample consisted of 81 pre-primary schools and 1354 pupils'. Multi-stage sampling was used to select the sample. Researcher-designed questionnaires were used to elicit information on pre-primary school characteristics: Pre-primary school Teacher Characteristics Questionnaire (PTCQ), Pre-primary school Children Characteristics Rating Scale (PCCR), Pre-primary school Environment Characteristics Checklist (PECC), Pre-primary school Classroom Characteristics Checklist (PCCC), and School Material Provision Checklist (SMPC), all the instruments were subjected to face and content validation. The reliability of the instruments were established using PPMC; the result yielded 0.91, 0.94, 0.87, 0.96 and 0.84 for PTCQ, PCCR, PECC, PCCC, PCCC and SMPC respectively. Five research questions were generated and answered. Descriptive statistics of frequency, mean, and percentage were used to answer the research questions. The findings indicated that teachers with NCE qualification were more in number, female teachers were more in number than male teachers. Also, groups chosen by pupils' were predominant in the classroom. Grid was the most used seating arrangement in some pre-primary school, the most available learning corner in most pre-primary school classrooms was play corner. It was recommended that the bodies in charge of granting approval for the establishment of pre-primary schools across the country should be proactive and be more meticulous in following the minimum standards. Schools that do not meet the necessary requirements should be closed down and their approval revoked. Focus on other developmental domains should be prioritised.
