In this age of deteriorating school buildings and increasing state oversight, few studies study the factors that influence the state of school facilities. The purpose of this study is to investigate how do At-Risk and Non-At-Risk school district business leaders approach and perceive planning for capital projects. Most school leadership officials are prepared to be educators. Since administrators, primarily educators, fill most school leadership positions, there remains a gap in the ability and knowledge available for school districts concerning facilities maintenance and modernization. To fill the gap in this knowledge availability, a study will be conducted with the purpose of discovering how do At-Risk and Non-At-Risk school district business leaders approach and perceive planning for capital projects. The goal is to examine what are the financial processes and the budgetary constraints and other processes related to At-Risk and Non-At-Risk School Districts Capital Projects.The findings of the study show the importance of the Three Pots of capital project funding (transfer to capital budget line, use of capital reserve, and bond issuance) and their importance in the financial and budgetary processes of the school district capital projects. The need for investment in the financial close, consolidation, and reporting of capital projects with government agencies to acquire the much-needed financial aid. Finally, the need of the digitalization of blueprints/modernization of school district records rooms so that this information is available when it is needed for upgrades to the buildings and when the financial close, consolidation, and reporting of capital projects is actually conducted.Further research and study are needed on the conceptual model for facility planning and national and state standards pertaining to educational facilities. This research holds the potential for contributing to what school district business leaders know about facility planning pertaining to educational facilities.
