This dissertation studied the implementation of the School Readiness Program (SRP) in Azerbaijan, an initiative aimed at reducing the achievement gap and providing equitable early childhood education (ECE) services to prepare children for formal schooling. The study examined the three key elements of program implementation: people, policies, and places. It evaluated the capacity of the SRP to achieve its intended outcomes, the political will supporting it, and the program implementers' comprehension and sense-making of its goals. The research utilized a basic qualitative interpretative methodology, involving interviews with 13 individuals in two distinct locations: Baku city and the Ganja-Dashkasan region. The study's methodology involved a thorough review of reports, memos, and documentation related to the SRP, along with in-depth interviews conducted with the program's designers and implementers. A chronological analysis of the data allowed for a comparison of viewpoints and a deeper understanding of the challenges faced by districts. Three main themes emerged from a systematic examination of the data: 1) varied interpretations among implementers regarding the program's goals and expected outcomes; 2) insufficient capacity to facilitate efficient policy implementation; 3) a strong sense of motivation and dedication among individuals involved in the SRP.The findings of this dissertation enhance the literature on program implementation in early childhood education and provide valuable insights for the development of effective implementation tools. The research presents an in-depth analysis of the strategies, challenges, and steps involved in designing educational initiatives in Azerbaijan. It holds implications for policymakers, educators, and academics aiming to plan and implement successful educational programs, thus serving as a foundational reference for future studies in the field.
