Egitimde basarili olan ulkelerdeki yerel yonetimlerin, egitim hizmetlerinde ulkemize gore daha aktif rol aldigi arastirma sonuclarina yansimistir. Soz konusu yerellesme politikalari sonucu; merkezi yonetimin egitim hizmetleri ile ilgili bazi sorumluluklarini yerel yonetimlere devreden uygulamalar gorulmektedir. Egitim hizmetlerinin yerellesmesi ile birlikte yonetim, mali kaynak, mufredat ve personel ile ilgili yasanan sorunlarin cozulmesi ve ogrencilere daha kaliteli bir egitim hizmeti sunabilmek hedeflenmistir. Nitel arastirma yontemlerinden durum calismasi ile yurutulen bu calisma, Turkiye'de ve gelismis ulkelerde yerel yonetimlerin egitim alanindaki yetki, gorev ve sorumluluklari ile uygulamalarini inceleyerek ve yerel yoneticilerin egitim hizmetlerindeki yerel yonetimlerin rolune iliskin goruslerini analiz ederek ulkemizdeki yerel yonetimlerin egitim hizmetlerindeki rolu ile ilgili bir model gelistirmek amaciyla yapilmistir. "Turkiye'deki yerel yonetimlerin egitim alanindaki rolu nasil olmalidir?" sorusu kapsaminda; her bir ulkedeki (Turkiye, Fransa, Italya, Ingiltere) yerel yonetim sistemleri genel cercevede incelenmistir. Istanbul ilindeki alti belediye (Besiktas, Kadikoy, Uskudar, Umraniye, Cekmekoy ilcelerindeki belediyeler ve Istanbul Buyuksehir Belediyesi) ile Fransa, Italya ve Ingiltere 'deki yerel yonetimlerin (Paris, Roma, Londra Belediyeleri) genel olarak egitim alaninda, ozelde de fen bilimleri alaninda yuruttugu faaliyet ve projeler detayli olarak analiz edilmistir. Yerel egitim yoneticileri (okul ve belediye egitim yoneticileri) ile arastirmaci tarafindan gelistirilen gorusme formu araciligiyla yerel yonetimlerin egitim hizmetlerindeki rolune iliskin gorusmeler yapilmistir. Tum bulgular analiz edilerek ulkemizdeki belediyelerin egitim alanindaki rolune iliskin bir model onerisi gelistirilmistir. Belediyelerin mevcut durumda sundugu egitim hizmetlerini MEB koordinasyonunda hazirlanacak bir yonetmelik cercevesinde nitelikli olarak sunabilecegi degerlendirilmistir. Etkili iletisim, hesap verilebilirlik ve seffaflik, surdurulebilirlik, cesitlilik, erisilebilirlik, sistematiklik, etkin paydas ve uzman is birligi, objektif degerlendirme ilkeleri ve hizmet standartlari cercevesinde yurutulecek kaliteli belediye egitim hizmetlerinin, orgun egitim hizmetlerini de olumlu etkileyecegi belirlenmistir. Belediyelerin etkili, bilimsel informal egitim ortamlarinin olusturulmasinda, yayginlastirilmasinda ve soz konusu ortamlardaki egitim faaliyetlerinin surdurulebilirliginin saglanmasinda aktif olarak rol alabilmesinin tesvik edilmesi arastirma onerileri arasinda yer almaktadir.

520 $a It is reflected in the results of the research that local governments in countries that are successful in education play a more active role in education services compared to our country. As a result of these decentralization policies, some responsibilities of the central government regarding education services are transferred to local governments. With the decentralization of education services, it is aimed to solve the problems related to management, financial resources, curriculum and personnel and to provide a better quality education service to students. This study, which was conducted with a case study, one of the qualitative research methods, was conducted to develop a model for the role of local governments in education services in Turkey by examining the authorities, duties, responsibilities and practices of local governments in the field of education in Turkey and developed countries and by analyzing the views of local administrators on the role of local governments in education services. Within the scope of the question "What should be the role of local governments in the field of education in Turkey?", the local government systems in each country (Turkey, France, Italy, England) were examined in a general framework. The activities and projects carried out by six municipalities in Istanbul (Besiktas, Kadikoy, Uskudar, Umraniye, Cekmekoy municipalities and Istanbul Metropolitan Municipality) and local governments in France, Italy and England (Paris, Rome, London Municipalities) in the field of education in general and science in particular were analyzed in detail. Interviews were conducted with local education administrators (school and municipal education administrators) about the role of local governments in education services through an interview form developed by the researcher. All findings were analyzed and a model proposal was developed for the role of municipalities in the field of education in Turkey. It has been evaluated that municipalities can provide qualified education services within the framework of a regulation to be prepared under the coordination of the Ministry of National Education. It has been determined that quality municipal education services to be carried out within the framework of effective communication, accountability and transparency, sustainability, diversity, accessibility, systematicity, effective stakeholder and expert cooperation, objective evaluation principles and service standards will positively affect formal education services. Encouraging municipalities to take an active role in the creation and dissemination of effective, scientific informal education environments and ensuring the sustainability of educational activities in these environments is among the research recommendations.
