Naturalistic inquiry was used to understand the nature and effects of practicing teachers' constructions of professionalism relative to the technocratic-civic continuum of professionalism, and to make policy recommendations regarding the education, socialization, and support of teachers as civic professionals. In addition, a multi-level theoretical model of technocratic and civic professionalism was developed to carry out the comparison of teachers' constructions of professionalism and professional practices. Eleven teachers participated in the research over an eight month period. The results, presented in case study format with interpretations, indicate that teachers constructions of professionalism conform to the model of technocratic professionalism, with some indication of civic professionalism tendencies, particularly at the microscopic level of practice. A further finding is that, although aspects of civic professionalism are present, the current weak, market liberal form of democracy and its corresponding bureaucratic and technocratic systems of public education and teacher education acts to keep teachers grounded in technocratic forms of professionalism.
