This study focuses specifically on the use of school vouchers as a policy lever for school reform. Voucher programs provide eligible students with funding to pay for, or offset the cost of, attending a private school of their choice. I contend that the tension between access and utilization of voucher programs is a critical public policy issue that should guide future debate and research on the introduction of voucher programs and evaluation of existing programs. As the 'consumer,' the parent plays a pivotal role in the potential of voucher programs, yet evidence shows that the families who take advantage of the programs are systematically different from those who do not; access does not equate with utilization. Using the Indiana Choice Scholarship Program (CSP), I employ logistic regression analysis techniques to explore the relationship between measurable community factors that are often associated with social capital, such as residential stability, poverty level, property crime rate, education level, family composition, and unemployment rate, and voucher usage in different school corporations. What community level factors might be associated with who chooses to use vouchers? This study calls attention to community specific inequities that might be interacting with the Indiana voucher program to alter the impact of the policy on different populations. Findings include a positive relationship between education level and voucher usage, and a negative relationship between both property crime and residential mobility and voucher usage.
