Finding some type of difference in the mathematic measures of Title I students formed the basis of this study. The state standardized test scores of Title I students were examined prior to and three years following the initial stages of the Common Core State Standards in Mathematics (CCSSM) implementation. These standards were developed by the state to assist teachers in helping students attain a deeper understanding of mathematics rather than using rote memorization. Researchers supported the notion that providing students with a solid base in number development and a keen sense of numbers in elementary school mathematics is imperative to increase student knowledge and success. This study compared the educational success of students enrolled in a Title I school who received instruction under the newly implemented CCSSM and students who were instructed under the previous state standards at 10 elementary schools in Georgia. The goal was to determine if instruction under the CCSSM had differing effects on achievement of Title I students in mathematics. Fifth-grade mathematics achievement scores, obtained from the school district's website located at the Georgia Department of Education. These Title I schools showed no substantial change in their test scores following the implementation of the CCSSM.
