The purpose of the present study is to compare and contrast the bases of regime legitimacy in the People's Republic of China and North Korea. It examines and evaluates various definitions of the term, "legitimacy", in an effort to introduce an alternative definition based on human needs. The suggested definition illuminates four bases of legitimacy (i.e., the political, ideological, economic, and social) and corresponding policy goals of a regime. The scope of this study, however, is limited to the assessment of the ideological and economic bases of legitimacy in China and North Korea. In order to compare the two socialist systems in terms of the ideological bases, the study analyses the strategies for achieving the goals of political integration and discusses their outcome. At the same time, the economic basis of legitimacy is addressed as the study examines the policies and institutional means intended to facilitate modernization in both countries. Then, an effort is made to discern and explain the similarities and differences between the two regimes in their strategies for legitimizing power and their outcome. In so doing, it attempts to show the relevance and significance of indigenous contextual variables in explaining various efforts designed to promote regime legitimacy. Finally, the study discusses the implications and prospects by analysing various possible future developments which might affect the present status of legitimacy in China and North Korea.
