The purpose of this study is to analyze critically the historical and current development of the system of school supervision in Taiwan, search for the important problems existing in the system, the discover and develop the strategies to solve the problems.

The procedure of this study is historical approach. Some materials come from the researcher's pilot study, and some are from the new reading. Professional works, articles, government documents including bulletins, yearbooks, and codes were studied. Through the processes of analysis, evaluation, comparison, and synthesis conclusions were obtained.

The whole report is divided into five chapters: (1) Introduction, (2) Description of Present System of School Supervision in Taiwan, (3) Review of the Literature on Supervision, (4) Critiquing the School Supervision in Taiwan, (5) Recommendations for Improvement. In the second chapter the historical perspective, government inspection system, college supervisory system, new type mechanisms, and national supervision convention in 1982 are summarized and analyzed. In the third chapter various views of general supervision, Cogan's clinical supervision, current thinking in supervision, and the British model are examined and evaluated. In the last two chapters six criteria and thirty-eight sub-criteria have been developed, and accordingly recommendations for change are suggested.
