This position paper discusses Adult English Language Learning programs, and the specific obstacles faced by learners lacking foundational literacy skills in a first language. It also considers the realities of educational programs that serve this special population and the challenges that uniformly rigid public accountability requirements pose for program design. A literature review will demonstrate the potential of native language literacy instruction within the English Language curriculum and the ways in which it can be an efficient and cost-effective path to English language competence for adult learners. Adult Learning Centers often form within community spaces, and welcoming initial learning in first language helps female immigrants overcome address culture barriers and overcome trauma.
