Aircraft maintenance has a substantial influence on aircraft safety but it is unclear why there is still no specific requirement for continual technical training and testing. Training is one of the most important components of human capital theory (HCT) but is absent or inconsistent, without explanation in some aviation maintenance organizations. The purpose of this qualitative, multiple-case study was to explore the perceived influence of organizational culture among three different types of aircraft maintenance organizations that lacked a specific requirement for continual technical training or testing. A purposive sample of five experienced contractor technicians was selected from three different aircraft maintenance organizations. The data was collected by means of in-depth, open-ended, semistructured interviews. Overall, multiple themes emerged from the analysis. The top three themes are (a) There is a lack of technical training and recurring training or testing in some aircraft maintenance organizations, (b) the aviation maintenance culture has a strong influence on operational safety in aviation organizations, and (c) expertise is necessary to ensure safety. Technical skill and knowledge is critical to aviation safety but the results of this study showed that in the field of aviation maintenance, organizational culture influenced the acquisition of technical knowledge and skill and was relied upon to compensate for the lack of formal training. The findings have contributed to HCT by demonstrating the connection of human capital to training and organizational behavior. The current study was the first to address the connection between technical training in the field of aviation and a strong organizational culture and to frame this connection within the context of HCT.
